Low Expectations as Israel-Lebanon Talks Resume Amidst Intense Conflict

Israeli and Lebanese officials gathered for a fresh round of U.S.-mediated discussions on Tuesday. These talks aim to bolster a tenuous cease-fire and set the stage for Israel to exit southern Lebanon. Despite these efforts, the chances of a significant breakthrough remain slim.

The conflict, ignited following the U.S.-Israeli war with Iran, has been fierce. It involves months of heavy fighting between Israeli forces and Hezbollah, a militant group from Lebanon backed by Iran. This strife has resulted in thousands of deaths and the displacement of over a million people. Israeli forces continue to occupy parts of southern Lebanon.

The meetings, spanning two days, are taking place at the U.S. Embassy in Rome. They follow a preliminary agreement from last month seeking to end hostilities in Lebanon. However, this agreement, formalized on June 26, has faced backlash in Lebanon. Critics point to the absence of a definite deadline for Israeli withdrawal.

Instead, the accord links Israel’s retreat to the disarmament of Hezbollah. This challenging task, led by the Lebanese government, has seen limited progress. According to the agreement, once Israel pulls back, the Lebanese Armed Forces will take over these territories, allowing displaced individuals to return.

The discussions occur amidst a volatile backdrop for the region. A U.S.-Iran cease-fire agreement signed recently hinged on ceasing conflicts on all fronts, including Lebanon. Yet, both Iran and President Trump have recently declared the deal void. With rising tensions on both sides, Hezbollah’s next steps, as Iran’s predominant regional ally, remain uncertain.

Lebanon’s President Joseph Aoun expressed his hopes on Monday. He wishes the talks yield “concrete and practical steps on the ground.” He also called on Israel’s Prime Minister Benjamin Netanyahu to understand that military efforts alone won’t ensure lasting peace.
