Andy Burnham’s Rise to UK Prime Minister

Andy Burnham has achieved prominence through a rare blend of patience and risk-taking. A decade ago, he shifted focus from his two-decade ascent in the Labour Party in London to establish himself in the north of England. He ran for mayor of the Greater Manchester area, which ultimately led to his return to Parliament last month following a challenging special election. On Monday, he will assume the role of the United Kingdom’s 59th Prime Minister.

The abrupt resignation of Prime Minister Keir Starmer, after only two years, has catapulted the 56-year-old former mayor to power. Burnham steps into the role with significant expectations and questions about his approach to governance.

“A diverse range of individuals within the Labour movement, and across the nation, have projected their hopes and imaginative ideals onto Andy Burnham concerning the country’s governance, the Labour Party’s representation, and Burnham’s personal representation,” stated Joshi Herrmann, founder of Manchester’s news portal The Mill. “He has inspired hopes among many.”

Though Burnham made his mark in Manchester, he was born in Liverpool and spent his formative years in a town nestled between the competing cities of northwest England. Raised in a close-knit Catholic family, his father worked as an engineer for British Telecom, and his mother served as a receptionist. Burnham describes himself as “not particularly religious,” but acknowledges that Catholic teachings and the Labour Party helped forge his social justice values.

Burnham and his siblings were the first in their family to attend university, with Burnham attending Cambridge. Stephen Harrington, his former English teacher at the Catholic St. Aelred’s secondary school, revealed in a BBC interview that Burnham needed encouragement to apply due to feelings of inadequacy as a working-class student. Still, he pursued his degree, earning a Bachelor in English Literature at Cambridge, where he also met his future wife, Marie-France Van Heel.

After graduation, Burnham worked in journalism with specialty magazines, later transitioning into research and advisory roles for Labour politicians. Elected to Parliament in 2001 for Leigh, Manchester, he advanced under Labour leaders Tony Blair and Gordon Brown, serving in roles such as Chief Secretary to the Treasury, Culture Secretary, and Health Secretary during Brown’s administration from 2007 to 2010.

A key moment occurred in 2009 when he was booed at an event memorializing the 1989 Hillsborough Stadium tragedy, where 97 Liverpool fans were crushed. Burnham championed the campaign to overturn police narratives blaming rowdy fans. His advocacy led to a new inquiry, apology, and law mandating public officials to disclose the truth about tragedies without fear of reputational damage.

Following Labour’s 2010 election loss, Burnham stood for party leadership in both 2010 and 2015, losing each time. He stepped away from Parliament in 2017 to become mayor of Greater Manchester, an ideal role to unite people, identify opportunities, and apply pragmatic solutions. His governance, termed “manchesterism,” promotes business-friendly socialism, leveraging both public and private investments in transportation, housing, and infrastructure. Under his leadership, Manchester flourished, transforming into a city of towering skyscrapers and commendable improvements in public transportation.

Burnham gained acclaim during the COVID-19 pandemic, challenging then-Prime Minister Boris Johnson over policies perceived to favor London, earning him the moniker “King of the North.” With the Labour Party pressuring Starmer to resign due to the party’s unpopularity, Burnham seized the opportunity to pursue unfinished business in the central government. A resigning Labour MP triggered a special election in Makerfield, Greater Manchester, with Burnham winning decisively. As the sole candidate to replace Starmer, he vowed to instill “new politics founded on unity and hope” alongside an “economy that serves everyone.” Significant plans include empowering regional leaders and moving parts of the Prime Minister’s office to Manchester.

Herrmann remarked on Burnham’s storytelling prowess and empathy, which are rare in politicians, noting his commitment to principles aimed at increasing fairness and reducing poverty. Despite criticism over ambiguities in his policies, especially funding sources for his initiatives, Burnham faces political and economic challenges similar to those encountered by Starmer, including a sluggish economy, overwhelmed public services, and rising living costs. His foreign policy experience remains limited, spanning issues like the Ukraine conflict and interactions with U.S. President Trump.

Although governing a nation of 70 million differs drastically from managing a region of 3 million, Sacha Lord, a Manchester music entrepreneur and Burnham adviser, expressed confidence in Burnham’s political resilience: “He isn’t afraid to confront opponents. People view Andy as a likable, laid-back figure. But when he sets his sights on something… he usually achieves it.”
