She decided to engage New York State in the One Big Beautiful Bill’s tax credit initiative for Scholarship Granting Organizations (SGOs). This program offers taxpayers a financial benefit—a credit of up to $1,700—for contributions to SGOs. These organizations utilize the funds to provide scholarships, tutoring, and other educational resources to families. Eligible families are those whose incomes fall within 300 percent of their region’s median gross income. Importantly, this program does not impose financial burdens on the state.
Critics often worry that such tax credits might diminish public school funding. However, in this instance, accepting the federal tax credit will not affect the allocation for New York’s schools. The state’s budget and educational funding are not directly influenced by taxpayer donations to SGOs. These funds serve a separate purpose—to assist families in securing additional educational support beyond what public schools provide.
Ray Domanico, writing for City Journal, a publication of the Manhattan Institute focused on urban policy, underscores this distinction. His analysis clarifies that the tax credit system operates independently of state education budgets. This ensures that public schools continue to receive full funding as intended.
The program represents a unique approach to aiding families with educational expenses. It empowers them with choices without cutting funding from public education. Thus, New York can participate in federal initiatives while preserving its educational standards and commitments.
