Philadelphia Police Investigation: Officer’s Actions Under Scrutiny After Fatal Hit-and-Run
Philadelphia police are currently investigating an officer regarding an incident where a man, left on the street by the officer, was subsequently hit by a car and killed. The tragic event took place around 1:45 a.m. on Thursday on the 5500 block of Rising Sun Avenue in the Olney neighborhood. This information was shared by the Philadelphia Police First Deputy Commissioner, John M. Stanford, during a Friday press conference.
A surveillance video captured by CBS News Philadelphia shows the officer leaving the man on the street before the fatal incident. The footage depicts the victim walking unsteadily in the bike lane before being struck. The police officer, who was driving nearby, pulled over, spoke briefly to the man, but then left him on the ground and drove away.
As the sequence of events unfolded, a witness attempted to interact with the man before leaving. Soon after, a car attempted to stop, possibly to avoid hitting the man. However, a second vehicle, a green Kia Sportage from model years 2023-26, continued through the area and ran over the victim. The driver then fled eastbound on Tabor Avenue.
Two witnesses moved the victim from the road and called 911. Despite the quick response, the victim was pronounced dead at the hospital. Police now seek assistance from the public to locate the driver and the car involved.

The same officer who initially interacted with the victim was first to respond to the accident scene. According to Stanford, this officer has been placed on administrative duty. Allegations against the officer include failing to secure the scene, start an investigation, or administer medical aid. Stanford expressed dismay at the officer’s actions, emphasizing that compassion and empathy were lacking.
An investigation into both the hit-and-run and the officer’s conduct is ongoing. The officer, having two years of experience, served in the 35th District.
