As the midterm elections approach, there’s significant anticipation surrounding Donald Trump’s massive campaign fund. Estimated at $400 million, Trump’s financial war chest represents a key factor in the upcoming elections and could greatly affect his final two years in office. The saying by California Democrat Jesse “Big Daddy” Unruh, “Money is the mother’s milk of politics,” remains relevant today, especially given the large sums available to Trump.

Republicans possess a noteworthy cash advantage, with Trump’s super PAC, MAGA Inc., holding over $403 million. Trump claims to have raised upwards of $850 million. Additionally, the Republican National Committee reports $128.5 million in cash, whereas the Democratic National Committee has reported just $16.3 million and $18.5 million in debt. Overall, Republicans boast $657 million in cash across their three main fundraising entities and two associated super PACs, while Democrats hold $334 million.

The timing of Trump’s spending is a significant question. He faces pressure to act due to his experience with Democrats taking the House in 2018 and the potential for Democrats to gain the Senate. Democratic control of Congress would hinder Trump’s legislative efforts during his last two years in office. Historically, the party in the White House tends to lose seats in midterm elections, with losses averaging 11.3% of House seats and 6.7% of Senate seats from 1926 to 2022. Second-term midterms are even more challenging, with losses averaging 12.9% in the House and 11.6% in the Senate.

Republicans have taken steps to mitigate these historical trends, such as redistricting, which may gain them up to 10 House seats. However, statewide Senate races remain unaffected by such efforts. Democrats have inadvertently assisted Republicans by nominating progressive candidates in tight Senate races in states like Michigan, Texas, and Minnesota, and making errors in Maine and Florida.

While Trump’s capacity to sway races is uncertain due to primary defeats, tapping into the Republican financial advantage is crucial. The targeted races are concentrated, with Cook Political Report identifying 38 competitive House seats and only twelve competitive Senate seats. Focusing on spending in these areas after Labor Day could significantly influence outcomes in states such as Alaska, North Carolina, Ohio, Kansas, Maine, and Texas. This strategy would also enable Republicans to broaden their focus, hedging bets in states like Georgia and Minnesota.

Maintaining control of either house would be a substantial victory for Republicans. Controlling both would be even more impactful, and expanding majorities would represent a significant achievement. Such an outcome would ease Trump’s final years in office and shape his legacy. Additionally, retaining majorities would bolster Republican positions beyond Trump’s presidency, facilitating further influence past 2028.

Trump’s ability to raise funds proves substantial and could affect future elections significantly, including the 2028 primaries and general elections. Given his resources and incentives to use them before November, the question remains if Trump will activate this financial power — and when he will do so.
