SEIU Investigation into Allegations Against Health Workers Union Leader
The Service Employees International Union (SEIU) has launched an investigation into allegations against Dave Regan, the President of SEIU United Health Workers West. Accusations include attempted extortion related to a billionaire tax ballot measure endorsement and intimidation of female colleagues.
An investigation initiated by SEIU California found claims that Regan threatened and assaulted colleagues to be credible. Regan has denied these allegations, suggesting they are politically motivated due to his advocacy for Proposition 40, a proposed wealth tax set for the Nov. 3 ballot. The national union engaged a law firm to review retaliation claims, but could not substantiate them.
David Huerta of SEIU United Service Workers West, alongside three labor leaders, filed formal charges against Regan. SEIU’s national body, with authority over complaints, hired Cohen, Weiss, and Simon for independent inquiry. Interviews with 18 individuals in the California labor sector took place, confirming some claims, including threats to Tia Orr, Executive Director of SEIU California.
The law firm’s report, reviewed by The Times, supported claims that Regan suggested governance issues might be investigated if endorsement was not secured. Allegations from 2009 about Regan assaulting Courtni Pugh, a former executive director, were also substantiated.
“SEIU California leaders filed charges against Dave Regan alleging a pattern of bullying, threats, abuse, harassment, physical violence and attempted extortion,” said SEIU California spokesperson Christopher Calhoun.
Due to these allegations, Regan is temporarily banned from SEIU California offices. The union stresses commitment to member safety, initiating a thorough investigative process. April Verrett, SEIU President, can suspend Regan pending the investigation’s outcome. Orr reported feeling threatened by Regan, who allegedly said, “state council better endorse this measure by Jan. 1 or I’m coming for you.” Regan denied intimidating Orr, claiming past professional support.
Allegations claim Regan bullied and mistreated female colleagues and women of color, making work challenging. These claims were backed by statements from multiple interviewees. The investigation also reviewed communications suggesting Regan’s attempts at securing endorsements in exchange for dropping charges against him, equating to extortion.
Other claims include Regan’s alleged intimidation tactics at public events and meetings. Reports detail incidents with Jessica Bartholow over the billionaire tax disagreements and Susan Li during a visit to California Primary Care Association.
Regan’s alleged pattern of intimidating women leadership was described as well-known within SEIU circles. Statements from Terry Brennand highlighted Regan’s abusive behavior towards Pugh, causing distress and eventual resignation. Lorena Gonzalez, President of California Labor Federation, highlighted Regan’s long tenure and recent reelection, asserting staff confidence in his leadership.
