Federal Judge Blocks Temporary Closure and Renaming of Kennedy Center

A U.S. District Judge has halted plans by the Kennedy Center to close temporarily for renovations and has ruled against the renaming of the institution to include President Trump’s name. The ruling came from Judge Christopher Cooper, who favored Democratic Rep. Joyce Beatty of Ohio. She challenged the institution’s decision to rename and close for planned upgrades.

Judge’s Ruling

Cooper’s 94-page opinion stated the board overstepped by unilaterally renaming the Kennedy Center, which must remain named solely for President Kennedy unless Congress decides otherwise. The board’s attempt to rename it to include Mr. Trump was deemed unlawful.

The Kennedy Center was also stopped from closing for renovations due to inadequate decision-making. Cooper criticized the board for failing to consider all implications of a temporary closure.

Implications of the Ruling

Despite stopping the closure, Cooper did acknowledge the necessity of the renovations but emphasized they could not proceed without a balanced approach to managing obligations.

“The Kennedy Center’s organic statute makes crystal clear that the Center is to be named for President Kennedy, and it cannot bear any other formal name or public memorial based on the Board’s unilateral say-so,” Cooper stated.

Additional Board Actions Challenged

The board also came under scrutiny for preventing Beatty, an ex officio member of the board, from voting on the closure plan. Cooper had previously affirmed Beatty’s right to participate in meetings.

Cooper left room for the board to make future decisions on closure, provided they follow legal protocols.

Reactions to the Decision

Rep. Beatty welcomed the ruling as a protection of public interests against unauthorized changes. In contrast, the Kennedy Center’s spokeswoman, Roma Daravi, expressed confidence in their legal standing on appeal. She emphasized the funding secured by President Trump to support the renovations.

In a defensive stance, Daravi highlighted the $257 million secured for repair work approved by Congress. The Kennedy Center aims to restore it for public enjoyment.

President Trump, after starting his second term, had restructured the board, appointing his allies, including replacing several trustees and installing Ric Grenell as the center’s head. The attempt to rename the Kennedy Center followed swiftly, implemented without legislative approval, which led to legal challenges.
