ICE Vehicle Stops Suspended After Fatal Shootings

On Monday morning, July 13, 2026, in Biddeford, Maine, a home security camera recorded five gunshots when Johan Sebastián Durán Guerrero, aged 25 and from Colombia, was fatally shot by an ICE officer. Guerrero, inside a white sedan, was struck by bullets that left multiple holes in the windshield.

The incident happened at 7:17 a.m., and a photograph captured the scene, showing a Kia sedan with four bullet holes in the windshield. A minute after the shooting, surveillance footage showed the sedan slowing as ICE agents approached from both sides. The vehicle began circling before an agent in a white SUV trapped the car, leading to Guerrero being pulled from the vehicle.

I heard him say, ‘I tried to stop.’ He was still aware because they told him to calm down, said witness Daniel Boucher. Describing the event’s impact, Boucher added, It’s something horrific you never forget.

Despite first responders’ efforts, Guerrero, a married father with a young daughter working as a delivery driver, died at the scene.

According to the Department of Homeland Security (DHS), ICE agents were in Biddeford for targeted surveillance of an individual with a final removal order. Guerrero was not their intended target. Democratic Rep. Chellie Pingree of Maine mentioned hearing, although unconfirmed by DHS, that Guerrero was mistakenly shot.

The DHS reported Guerrero attempted to flee and, fearing for safety, an officer fired his weapon. Another incident occurred on July 7, when ICE fatally shot Lorenzo Salgado Araujo, a Mexican man with no criminal record, in Houston, Texas. DHS admitted Salgado Araujo was also not the operation’s target.

Following these incidents, federal officials have suspended most ICE vehicle stops during immigration enforcement operations nationwide. This directive impacts ICE Enforcement and Removal Operations but does not include Homeland Security Investigations.

White House border czar Tom Homan explained that this pause is not a policy change, describing it as a precautionary review. Republican Sen. Susan Collins of Maine agreed with the temporary halt, pending a clearer understanding of the investigations. We still are waiting for the facts of this investigation. We don’t know exactly what happened, she stated.
