U.S. Lawmakers Pass Landmark Defense Spending Bill with Focus on Israel Relations
The U.S. House of Representatives recently passed the National Defense Authorization Act (NDAA) for the 2027 fiscal year. This decision will dictate the Pentagon’s funding and priorities for the coming year. Despite some Democratic opposition due to concerns about deepening ties with Israel, the bill passed with a 216 to 212 vote.
The NDAA authorizes over $1 trillion in military spending, maintaining the U.S. position as the leading global defense spender. This legislative move follows Defense Secretary Pete Hegseth’s remarks on the financial burden of the ongoing conflict with Iran, which has cost $37.5 billion since February 28.
Tension Over U.S.-Israel Relations
Israel’s relationship with the U.S. came under scrutiny, particularly due to the humanitarian impact of the conflict in Gaza. Although Israel denies allegations of committing genocide in Gaza, the strain on U.S.-Israel relations is evident. The tensions began when Palestine’s Hamas attacked Israel on October 7, 2023, and an Israeli invasion ensued.
Some Democratic lawmakers, like Maryland Senator Chris Van Hollen and New York Representative Alexandria Ocasio-Cortez, expressed concerns. They argued that the NDAA could risk merging U.S. military components with the Israel Defense Forces (IDF), potentially threatening U.S. sovereignty and democracy.
Representatives Ro Khanna and Thomas Massie opposed military integration with Israel, proposing an amendment to halt over $3 billion in aid to the Israeli military. However, this amendment was not approved in the House.
“The provision would leverage our partnership with Israel to help give American troops a strategic edge on the battlefield, modernize our military, and ensure the United States has access to cutting-edge technology,” the American Israel Public Affairs Committee (AIPAC) said in June.
Israel reported unprecedented weapons sales for 2025, which have significantly increased over the last five years. This trend includes purchases from nations critical of the Gaza conflict, eager to acquire battlefield-tested equipment.
Details of the NDAA’s Section 219
Section 219 outlines plans for collaboration with Israel. It establishes a Pentagon coordinator to expedite research, testing, and technological development with Israel. This person will evaluate technologies developed by Israel or jointly with the U.S., identifying those beneficial to the U.S. military.
The section identifies areas for collaboration: counter-drone strategies, anti-tunneling measures, air defense, AI and quantum computing, sensor technologies, electronic warfare, and more. Additionally, joint training exercises will be conducted, and shared technologies expanded upon.
The Defense Secretary must report progress to Congress within 180 days and annually until 2030. While public versions of these reports will be available, they may omit classified details.
What Section 219 Does Not Implement
Section 219 does not propose a joint military force or command restructuring between U.S. and Israeli troops. It does not obligate the U.S. or Israel to participate in each other’s military conflicts.
Next Steps
The NDAA will proceed to the Senate before reaching President Donald Trump for approval.
