Putin Plans Massive Military Mobilization Amidst Ongoing Ukraine Conflict

Russian President Vladimir Putin is planning to enlist hundreds of thousands of new soldiers for the military effort in Ukraine, as stated by Ukrainian President Volodymyr Zelensky. The Kremlin is striving to manage a high casualty rate and waning public support for the ongoing conflict in Eastern Europe.

Zelensky mentioned in an interview with Sky News, a British broadcaster, that Putin intends to mobilize between 300,000 and 500,000 individuals for military service by early October. In 2022, when Putin previously mobilized 300,000 reservists, widespread protests erupted throughout Russia. Numerous individuals fled the country to avoid military service. Recent data from the Levada Center, a Russian independent pollster, indicates only 25% of the population supports the continuation of the conflict in Ukraine.

Zelensky remarked that mobilizing up to half a million troops would not be overly challenging for Putin. Ukrainian predictions suggest a potential new wave of mobilization may be imminent, given Russia’s reported shortfall in recruitment goals and continued high casualty rates, which exceed 1,000 each day based on recent estimates.

The Ukrainian foreign intelligence service reported that Russia failed to meet its recruitment targets by approximately 30,000 applicants in the first quarter of 2026. This shortfall has led Russian authorities to increase sign-on bonuses for new recruits.

The anticipated mobilization might coincide with Russian parliamentary elections, as Zelensky pointed out. These elections will be the first since Russia launched a full-scale invasion of Ukraine in February 2022.
