Thirty years have passed since President Bill Clinton announced a significant transformation in welfare policy by signing the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. This legislation marked a departure from the federal government’s previous role in providing income support to impoverished women and children.
The Act ended Aid to Families with Dependent Children, a program that originated under President Franklin D. Roosevelt in 1935. This long-standing program was replaced with a new system that relied on block grants, imposed time limits, and instituted work requirements.
