Illegal Immigrant Charged with Rape and Kidnapping in Fairfax County

Former Acting ICE Director Jonathan Fahey has highlighted the case of Juan Arevalo Mendez, a twice-deported illegal immigrant charged with rape and kidnapping in Fairfax County, Virginia. Fahey emphasized Mendez’s substantial criminal record, including charges of assault and drug possession. He pointed out that if Fairfax County had cooperated with ICE, these serious crimes could have been prevented.

Mendez has been previously deported twice. In another incident involving a Guatemalan illegal immigrant, U.S. Immigration and Customs Enforcement (ICE) officers arrested Rocael Ordonez-Cruz, aged 23, following his release from state custody for charges of rape and multiple other sex crimes in Massachusetts.

Federal officials stated that ICE’s Enforcement and Removal Operations officers in Boston detained Ordonez-Cruz on July 21 at the Middlesex County House of Correction in Billerica, Massachusetts. ICE reported that he had entered the U.S. at an undisclosed location and time without inspection or approval by a U.S. immigration official.

“Rocael Ordonez-Cruz has shown a blatant disregard for our laws by illegally entering this United States and allegedly committing sexual assaults against our residents. He has also proven to be a threat to our neighborhoods,”

acting Enforcement and Removal Operations Boston Field Office Director David Wesling said.

The Arlington, Massachusetts, Police Department arrested Ordonez-Cruz on June 25. He has been charged with rape and assault to rape, alongside charges of indecent assault and battery on a person aged 14 or older, and indecent exposure.

Upon his release from state custody, ICE officers rearrested Ordonez-Cruz and informed him that he would need to appear before a Justice Department immigration judge. This notice initiates the removal proceedings. Ordonez-Cruz will remain in ICE custody until these proceedings conclude.
