Challenges Facing Putin Ahead of Parliamentary Elections
With the parliamentary elections in Russia six weeks away, President Vladimir Putin finds himself in a challenging position. Despite the expected success of his party, United Russia, the situation is more complicated than it appears.
Election Dynamics
Unlike in the United States, where politicians exert significant effort during midterms, United Russia enjoys a relatively secure position due to the authoritarian framework Putin has established over the years. However, even a leader with substantial control over the electoral process must tread carefully. Ukraine’s recent military strategies have proven effective, delivering significant blows to Russia’s strategic targets.
Kyiv has executed precision strikes on critical infrastructure such as oil refineries and logistical facilities of major companies like Wildberries. These efforts have led to financial losses and fuel shortages in Russia. As the conflict drags on, Ukrainian forces continue to inflict heavy casualties on Russian troops, challenging the stability of the front lines.
The Mobilization Question
A major concern for Putin is whether to initiate another mobilization effort. In September 2022, Russia’s Defense Ministry launched a large-scale mobilization calling up 300,000 reservists. This move sparked significant public resistance. Around 66,000 Russians fled to the European Union within a week of the announcement, marking a notable rise in migration.
Currently, precise figures on battlefield losses remain unclear. However, estimates suggest that Russian casualties might surpass the number of new recruits. Despite speculation about another mobilization, officials have repeatedly stated it is unnecessary at the moment.
To counteract recruitment challenges, Russian authorities have softened legal barriers for joining the military and incentivized enlistment through financial bonuses. Efforts include removing several criminal offenses from disqualifying individuals from military contracts and enhancing recruitment drives, even at educational institutions.
Economic and Social Strains
Ukraine’s continued attacks have not only damaged logistical facilities but have also severely affected the oil and gas sectors in Russia. Persistent strikes have resulted in fuel shortages, affecting the Russian economy significantly. Reports show a dramatic reduction in gasoline production, with potential depletion of domestic stocks by autumn.
Economic downturns are evident in export figures, with oil-product exports reaching a record low. The Central Bank recently altered its GDP forecast to a nominal growth of less than one percent, alongside rising inflation projections.
In response, the Russian government implemented comprehensive tax reforms, including VAT increases and lowered revenue thresholds for businesses. These measures have strained both consumers and businesses, leading to higher prices and operational challenges.
United Russia’s Position
Despite economic pressures, United Russia’s grip on the State Duma remains strong. The party holds more than 300 seats, surpassing the supermajority threshold. This means they can retain power even with minor electoral losses.
While dissatisfaction among certain segments, particularly pro-war groups and urban workers, is evident, translating this unrest into electoral impact seems unlikely given the limited timeframe and organizational constraints.
Public sentiment surveys point to a declining economic outlook among the populace, with significant portions perceiving a drop in their standard of living. Even state-run polls show a dip in Putin’s approval ratings, although this has yet to impact the electoral prospects substantially.
United Russia is on course for electoral success, albeit with adjusted targets. However, Ukraine’s strategy extends beyond the electoral domain. Their actions aim to weaken Putin’s standing through sustained military and economic pressure.
