Twice-Deported Immigrant Faces Rape and Kidnapping Charges

In Fairfax County, VA, a twice-deported illegal immigrant named Juan Arevalo Mendez now faces charges of rape and kidnapping. Former Acting ICE Director Jonathan Fahey has pointed out Mendez’s extensive criminal history, which includes assault and drug possession. Fahey believes these severe crimes could have been avoided if Fairfax County had transferred Mendez to federal custody by cooperating with ICE. Mendez has been deported two times previously.

In a related case, federal immigration authorities have requested a Kentucky jail to detain a Mexican citizen, Rolando Cenobio Vasquez. He faces charges of rape, human trafficking, and sexual abuse while acting as a landlord. The request is to hold him for deportation procedures.

Vasquez was arrested by Louisville police on July 29. According to U.S. Immigration and Customs Enforcement (ICE), he rented a room to a mother and her 15-year-old daughter and began abusing the teenager in December 2025. ICE highlighted his charges of three counts of rape, three counts of sodomy, human trafficking, promoting human trafficking with a minor, and sexual abuse. Vasquez has a previous conviction for driving under the influence.

A Department of Homeland Security spokesperson stated that ICE had filed a detainer, asking Louisville authorities not to release Vasquez, ensuring he is handed over to federal custody for removal from the United States. He allegedly threatened the mother and daughter but sometimes offered money to the teenager to keep the abuse secret.

Vasquez first illegally entered the U.S. in August 2013 via Texas and was deported after arrest by U.S. Border Patrol. It remains unclear when he re-entered the country. Louisville is not considered a sanctuary jurisdiction. In July 2025, the Louisville Metro Department of Corrections agreed to comply with the federal law requiring holding inmates on immigration detainers for up to 48 hours.
