Wayne Halfway House Under Investigation for Failing to Report Abuse

The Wayne Halfway House stands accused of failing to report suspected abuse to state authorities across its facilities in Tennessee. Interviews with former staff and youth reveal attempts by executives to keep serious incidents secret.

Company Directive from CEO

Former employees claim CEO Jason Crews instructed them to conceal severe incidents. Tennessee is investigating these allegations. The concerns arose from controversial events captured on surveillance footage, showing a teenager experiencing violence at the Middle Tennessee Juvenile Detention Center.

The Incident

The footage depicted a teenager in an anti-suicide smock, dragged and abused by peers as guards watched without intervening. Following the incident, no report was made to state authorities within the required 24-hour period, despite witnessing staff available.

The Department of Children’s Services confirmed it did not receive an incident report at the time. Tonya Webb, a medication supervisor, faced resistance when questioning management about the incident.

Investigative Findings

Further investigation by WPLN and ProPublica showed that Wayne Halfway House did not report numerous allegations of physical and sexual abuse. Interviews indicate a systemic pattern where staff were discouraged from alerting state authorities.

Company and Staff Responses

While Wayne Halfway House denies suppressing reports, former staff suggest otherwise. Interviews revealed that employees felt pressured and feared retaliation for reporting abuse. Significant incidents like youth injuries went unreported, counter to both state law and expectations.

Law Enforcement and Policing Policies

Under Crews’ leadership, guidelines for calling 911 were allegedly altered, prioritizing internal handling over alerting emergency services. This change concerned many former employees who witnessed life-threatening incidents being managed without outside intervention.

Community and State Response

Despite the company’s denials, state officials are investigating these claims. Juvenile justice oversight is crucial, given the facility’s role in housing youth offenders. The state previously increased its reliance on Crews’ facilities, intensifying scrutiny over management practices.

Interviews with Impacted Individuals

Individuals like Thomas Jarvis, depicted in the footage, have voiced trauma from their experiences. Jarvis’ family remains critical about the lack of transparency regarding his abuse. Their disapproval emphasizes the need for stronger checks and accountability in juvenile facilities.

Conclusion and Future Steps

The allegations against Wayne Halfway House spotlight systemic issues within Tennessee’s juvenile justice system. State oversight must ensure safety and compliance with reporting laws across juvenile facilities.
