Cyberattack on Suisun City: A Small Suburb’s Struggle with IT Disruption

Suisun City, a small suburb with 29,000 residents near San Francisco Bay Area, found itself the target of a cyberattack that disrupted critical public safety functions. The city’s computer systems, including police and fire dispatch, were infected on August 7 by malicious software. City Manager Bret Prebula mentioned that recovery might take until Halloween. Officials are still unsure about the attackers’ identity.

In response, Suisun City shut down its IT department, declared a state of emergency, and closed City Hall for a week. 911 dispatchers moved operations to the Solano County dispatch center in Fairfield. The city has faced economic challenges for years, with budget deficits and understaffing across its departments. Prebula expressed concern over staff burnout as they manage the crisis alongside regular duties.

The U.S. Department of Homeland Security and the FBI are investigating the attack, but have not provided public comments. Residents remain perplexed, with some fearing data breaches. Mayor Alma Hernandez and other locals are piecing together available information, despite the lack of answers.

“I don’t think any Iranian wants my credit card information.” – Russell Dorsey

Some residents, like Joan Pivarnik and Russell Dorsey, are shocked by the incident, as their town hardly seemed a likely target. Media attention speculated an Iranian connection to the cyberattack, though locals, including Dorsey, doubted any motive linked to their data.

Recent cyberattacks on U.S. water systems have targeted vulnerabilities in smaller communities. However, Suisun City’s water system was not implicated, as it operates through the Suisun-Solano Water Authority, a separate entity.

A city council candidate, Katrina Garcia, reported community concerns linking the cyberattack to California Forever, a company with ambitious city-building plans near Suisun City. California Forever’s development proposal could expand the city by annexing land. Residents speculated whether the cyberattack relates to this plan or past tensions surrounding the company.

City Manager Prebula and California Forever denied any connection with the cyberattack. Despite this, some locals are wary, noting the broader media coverage and ongoing questions about future developments.
