U.S. Efforts to Revive Gaza Ceasefire as New Talks Begin

In a unique diplomatic effort, Jared Kushner, advisor and son-in-law to former U.S. President Donald Trump, engaged in a rare dialogue with a Hamas leader. This meeting in Egypt aimed to jump-start stalled progress concerning a Gaza ceasefire.

The focus of these talks is a 15-point plan. The proposal, backed by the U.S., suggests disarming Hamas in Gaza and Israel’s military withdrawal from Palestinian territories. This effort affects around 2 million people living in Gaza, who are affected by ongoing conflicts and require reconstruction support.

Previously, discussions including Kushner, envoy Steve Witkoff, and Hamas representatives led to a ceasefire. Progress has stalled over Hamas’ disarmament issue. This recent meet with Hamas’ Khalil al-Hayya, attended by officials from Egypt, Qatar, and Turkey, sought renewed commitment from Hamas.

Israeli Prime Minister Benjamin Netanyahu recently dismissed the U.S.-supported plan. Kushner, alongside former British Prime Minister Tony Blair and Nickolay Mladenov, heading the U.S.-created Board of Peace for the ceasefire, is set to speak with Netanyahu to discuss this stance.

The talks occur amidst regional backlash against Israel’s refusal to support the proposed peace plan. Countries like Saudi Arabia and the United Arab Emirates have criticized Israel for hindering peace efforts. Others, including Jordan, Pakistan, and Indonesia, call upon international entities to prevent obstruction of the plan’s implementation.

Hamas shows readiness to abide by the plan, focusing on a 14-day negotiation for its activation. Conditions, however, include Israel ceasing attacks and retreating to a previously undefined “yellow line,” indicating territorial boundaries. Presently, Israel controls about 60% of Gaza.

Under the roadmap, Hamas would relinquish weapons to a Palestinian overseeing committee. Yet, full disarmament ties to wider Palestinian statehood debates, which Israel’s government opposes. The roadmap outlines a phased approach to disarmament and Israeli withdrawal, contingent on mutual agreements.

Netanyahu grapples with internal political pressures ahead of an October 27 election. Criticism arises from his party and coalition partners favoring a firm stance on Gaza, complicating ceasefire advancements. Also looming is the anniversary of the 2023 Hamas-led attack on southern Israel.

Amidst tensions, Netanyahu’s Likud party insists that Arab states aim to exploit the situation to topple him and empower centrist political opponents. The White House and Tony Blair Institute have refrained from commenting on this sensitive diplomatic situation.
