Today, Russians are casting their votes to elect a new parliament. This marks the first election since President Vladimir Putin initiated military actions in Ukraine. The conflict, referred to as the “special military operation” (SVO), has deeply influenced Russian society. Industry, economy, and legislation are now war-oriented.
Increased Role of Veterans
Over 180 candidates in the election are SVO participants. This aligns with Putin’s vision to have war veterans form Russia’s leadership core. His administration fast-tracks these veterans into high-level political roles. This strategy aims to legitimize the military operation and ensure sustained support for wartime policies. However, the plan is not without risks. As history shows, military figures might eventually challenge authority.
Political Landscape
Putin’s United Russia party is expected to win decisively. Opposition parties, like Yabloko, have been marginalized. Recent polls reveal strong public support for the military actions. However, economic grievances are rising. A majority acknowledge the war’s economic strain, with many calling for redirected funds to healthcare and education.
A “Party of Victory”
The election aims to build a political class that supports ongoing conflict. This aligns with the “Party of Victory” strategy, anticipating deep, prolonged conflict with the West. The newly elected parliament will shape Russian policies for years, especially regarding military efforts.
Veterans Transition to Politics
Enlisting in Ukraine offers career opportunities beyond mere patriotism. The “Time of Heroes” program paves the way for veterans to advance in political and corporate spheres. Ella Pamfilova noted that 1,586 SVO veterans are candidates, with many already holding regional positions.
Veterans in politics hold political clout due to society’s reverence for military service. United Russia promotes veteran candidates like Vladislav Golovin alongside prominent figures.
Challenge of Veteran Integration
Veterans are more involved in politics, bolstering United Russia’s political strategy. But some, like Communist Anton Shilov, criticize how the war is waged and socioeconomic disparities.
Potential Risks and Control
Analysts warn of potential challenges. Veterans may express grievances, risking internal dissent. Concerns about managing veterans in parliament exist, yet Rustamova argues that the Kremlin maintains tight control, ensuring parliament aligns with executive goals. Despite concerns, veterans serve mainly for propaganda and support.
While the election proceeds, Putin’s challenge lies in addressing the dissent and disillusionment among returning soldiers, ensuring their promised status reflects reality.
