Federal Charges on Social Security Fraud
The federal government has taken steps against a Social Security fraud ring in California. U.S. Attorney Bill Essayli discussed the arrest of four illegal immigrants accused of running the operation. This falls under the Trump administration’s continued efforts to combat both fraud and illegal immigration.
Mario Cesar Dos Santos Jr., a Brazilian national who admitted to creating a fake branch of the Department of Homeland Security (DHS), was ordered deported. He had sold counterfeit DHS and FBI ID cards, promising immunity from immigration officers.
Details of Dos Santos’s Scheme
Dos Santos, who overstayed his visa after entering the U.S. in 2016, is in removal proceedings. He was arrested at Orlando International Airport following a flight from Boston. He pled guilty to wire fraud and misuse of government seals.

The organization charged $400 per participant for training courses that allegedly protected attendees from deportation. Dos Santos claimed to be the president of this fictitious federal agency. Each seminar drew 30 to 45 participants.
Investigations and Arrest
Federal prosecutors revealed that fake certificates with unauthorized DHS and FBI seals were used in the scam. The certificates promised immunity from immigration enforcement, which led to Dos Santos’s arrest. Additional merchandise like clothing and badges with official seals was part of the scheme.
A confidential informant bought these items at a seminar, which led to further investigation by DHS, FBI, and FEMA.
Impact of Fraudulent Activities
The CEMA website and social media accounts actively promoted courses and falsely displayed a DHS seal. Over 750 people were in their group chat when the case opened in August 2025. They also falsely claimed accreditation by educational bodies.
Dos Santos faces up to 20 years in federal prison, with sentencing scheduled for December 18.

The Trump administration has targeted fraud elimination through a Task Force led by Vice President JD Vance. In 2025, FEMA investigated over 2,000 fraud cases, demonstrating the administration’s focus on reducing government waste and fraud.
