Allan Lichtman Unveils Framework for Assessing Presidential Greatness
Allan Lichtman’s New Framework for Presidential Greatness
Allan Lichtman, a political analyst known for his election forecasting model, has introduced a new 10-point framework to evaluate presidential greatness. His system considers the impact and historical significance of U.S. presidents, steering away from mere popularity.
From Election Forecasting to Historical Evaluation
Lichtman built his reputation with the Keys to the White House. This approach accurately predicted numerous presidential elections over decades. However, his prediction that Vice President Kamala Harris would win the 2024 election was incorrect, as President Donald Trump secured the victory. The analyst now shifts his focus from prediction to historical evaluation with his latest project.
The upcoming book, Great American Presidents: The Twelve Who Transformed the Nation, set for release on September 22, 2026, explores what makes a president historically significant. The new framework helps identify twelve presidents who Lichtman believes altered the country’s direction.
A Shift to Consequence Over Popularity
Lichtman explained to Newsweek that his model prioritizes consequence over popularity. The framework measures how presidents addressed their era’s defining challenges. Public approval and polling are excluded from considerations.
“A clear example is including James K. Polk and excluding Dwight Eisenhower,” Lichtman noted. “While Eisenhower ranks higher in expert surveys, Polk’s expansion of continental America significantly impacts the country’s history.”
The 10 Keys to Presidential Greatness
The 10 keys evaluating presidential greatness are:
- The Crisis Key – Leadership in times of crisis
- The Transformation Key – Bringing transformational changes
- The Moral Vision Key – A moral compass in decision making
- The Hidden Hand Key – Effective unilateral action
- The Stewardship Key – Responsible executive power
- The Realignment Key – Shifting political coalitions
- The Institution Builder Key – Building and strengthening institutions
- The Narrative Key – Controlling the public narrative
- The Diplomatic Pivot Key – Skill in international diplomacy
- The Adaptability Key – Adapting to changing circumstances
Addressing Presidential Failures
Lichtman emphasizes that transformation alone isn’t enough. A president’s approach must align with democratic traditions. This explains exclusions of presidents like Richard Nixon and Donald Trump. The Stewardship Key evaluates if presidents expanded authority responsibly.
Failures are weighed against achievements. Lichtman cites Lyndon B. Johnson, balancing the Vietnam War with significant domestic reforms.
A Framework for Debate
The model isn’t a strict formula but a guide encouraging discussion. Lichtman admits different interpretations may yield varied conclusions, emphasizing the need for historical insights over instinctive rankings.
The framework prompts discussion on American history, challenging evaluators to articulate specific criteria.
No Recent Presidents Make the Cut
No presidents after Ronald Reagan qualify as great in Lichtman’s view. Recent politics and challenges, such as geopolitical competition and partisan polarization, hinder presidential transformation. He points to social media creating information silos exacerbating divisions.
Recent presidents, like George W. Bush, Bill Clinton, and Barack Obama, managed effectively but didn’t overcome deeper national divisions.
Lessons from the 2024 Election
Lichtman differentiates between election forecasting and his new model. While forecasting is predictive, the greatness framework is evaluative. The 2024 election made him question the assumptions behind his forecasting model.
His model assumes voters judge incumbent party performance. Yet, he considers whether polarization and misinformation weaken this link, suggesting a need to reflect on historical conditions producing transformative presidents.
The 10 keys serve as both a ranking tool and an insight into evolving leadership challenges.
