Allegations of Violence and Racism Emerge Against ICE Officer

Ashley Brouillette claimed that her former husband, David Brouillette, was the officer who shot Joan Durán Guerrero four times during an attempted traffic stop in Biddeford, Maine. She learned of his alleged involvement after receiving a call from him on Wednesday, where he requested her to defend his character. Ashley recounted him asking her not to discuss the abuse in their marriage. She stated she refused to lie for him.

David Brouillette did not respond to NPR’s requests for comment. An ICE spokesperson refrained from confirming or denying Brouillette’s involvement in Durán Guerrero’s death but noted that the officer in question possessed nearly a decade of federal law enforcement experience and training.

Former high school friend Scott Collins testified on Ashley’s behalf during their divorce proceedings. He commented on David’s inclination towards violence and his tendency to instigate fights. Collins also spoke of Brouillette’s use of racial slurs in high school.

Ashley expressed concerns that racism might have contributed to Durán Guerrero’s death. She revealed incidents of violence during her marriage to David from 2007 to 2009, including him threatening her with a gun. There are no police reports to verify such claims as she recanted her statements multiple times due to intimidation, leading to no arrests.

A voicemail obtained by NPR features David making threats and using profanities against Ashley. During their contentious divorce, efforts to alert the Maine Army National Guard about his mental health diagnoses were dismissed. Ashley questioned whether sufficient background checks were conducted by ICE.

Past incidents, such as a 2022 altercation involving their daughter, were referenced. In 2021, David’s second ex-wife, Lucinda Brouillette, accused him in court filings of aggressive behavior towards their daughter.

Ashley remains distressed, emphasizing the loss of life and hopes to raise awareness about David’s mental health issues, aiming to prevent future tragedies.
