Congress Demands Investigation of ICE Officer’s Deadly Shooting

Democratic members of Congress have called for an investigation into the vetting and training practices of immigration enforcement agents. This follows a report that an officer involved in a deadly shooting in Maine had a history of mental health issues and violent behavior. David Brouillette, an Immigration and Customs Enforcement (ICE) officer, shot and killed a Colombian man in Maine. According to his close relatives, Brouillette, an Army veteran, has struggled with mental health issues since childhood.
Congressional leaders from both parties provided their responses to the Associated Press. Rep. Bennie Thompson, the top Democrat on the House Homeland Security Committee, expressed serious concerns about ICE’s vetting and training processes. He described the incident as a ‘senseless tragedy’ that requires thorough investigation. Thompson called for Brouillette to be removed from duty and to face justice for his actions.
Senate Democratic Leader Chuck Schumer criticized the rapid expansion of the ICE force under the Trump administration. Schumer highlighted the lack of proper vetting and accountability within ICE and emphasized the urgent need for reforms to prevent further tragedies.
Sen. Susan Collins, a Republican, previously called for an impartial investigation into the shooting, stressing the importance of details surrounding the incident. Collins pointed out the lack of a body-worn camera on the officer. Her efforts secured $20 million for body cameras and $2 million for de-escalation training in Homeland Security’s funding bill. She noted that a Democratic shutdown delayed these measures.
Johan Sebastián Durán Guerrero, the Colombian national shot by Brouillette, was among 10 people who have died in encounters with immigration agents since Trump’s intensified immigration enforcement began. Sen. Richard Blumenthal and Sen. Alex Padilla also condemned the shooting, calling for independent investigations and accountability for those responsible.
