The Department of Homeland Security (DHS) is updating its official seal with a notable modification to its symbolism. Secretary Markwayne Mullin announced this change, emphasizing the agency’s ongoing struggle against various threats like terrorism, drug cartels, and cyberattacks. This alteration comes as the agency approaches the 25th anniversary of the September 11 attacks.
Changes to the Seal
The central focus of the redesign is the eagle at the heart of the DHS seal. In the current version, the eagle faces an olive branch held in one talon, signifying peace, while the other talon holds arrows representing war. The new design alters this by having the eagle face the arrows. This shift is symbolic, as the overall structure of the seal remains the same. The eagle’s shield still features imagery of air, land, and sea, while stars above represent the agencies united under DHS.
Reason for the Seal Update
According to Secretary Mullin, the redesign aligns with the department’s evolving mission in the current security environment. As threats adapt across multiple domains including cyberspace, DHS must also adjust to challenges posed by terrorism, organized crime, and drones. Mullin describes the update as a visual affirmation of the department’s daily commitment to defense and protection.
This update is timely as DHS prepares for the 25th anniversary of the September 11 attacks, an event that shaped its formation.
History of the Seal
The DHS seal dates back to the department’s inception following the September 11 attacks. Congress established DHS through the Homeland Security Act of 2002, merging 22 federal entities into a single department tasked with overseeing domestic security. The seal was designed to signify this collective mission and unity among the integrated agencies. Up to this point, the seal has remained largely unchanged since DHS’s creation.
Secretary Mullin’s Remarks
Speaking on Fox News, Mullin discussed the evolving security threats facing the United States. While terrorism continues to be a significant concern, Mullin noted its evolution from the immediate period following 9/11. He highlighted connections between terrorist organizations and drug cartels, along with cyber threats from countries like China, Iran, North Korea, and Russia. Drone activity and threats against public officials are additional challenges the department addresses. Mullin explained, “If you look at most of our seals throughout all the agencies, the eagle looks to the palm because that’s in a time of peace. We’re actually changing our seal to make it look towards the arrows, because when it looks towards the arrows is when it means we’re at war.”
