Israel and Lebanon have announced a renewal of their cease-fire and aim for a comprehensive agreement. This development, announced on Wednesday in a joint statement with the United States, may facilitate discussions between the U.S. and Iran. Despite the announcement, the cease-fire’s success hinges on cooperation from Hezbollah, the Iran-backed Lebanese militant group. Hezbollah is independent of the Lebanese government and is not a party to the ongoing negotiations.
The joint statement emphasized that the cease-fire requires a total halt to Hezbollah’s attacks and the withdrawal of its operatives from the South Litani Sector. This region of southern Lebanon, adjacent to Israel, has been under Israeli control since the group’s renewed hostilities with Israel.
Hezbollah initiated rocket attacks against northern Israel on March 1, in response to U.S.-Israeli strikes on Iran. This led to an escalation by Israel, which targeted Hezbollah strongholds in Beirut and southern Lebanon.
The agreement, confirmed by the U.S. State Department, was reached following U.S.-mediated talks between Israeli and Lebanese officials in Washington. It proposes the establishment of ‘pilot zones’ where the Lebanese military would maintain exclusive control, prohibiting any nonstate actors from entering.
The conflict between Israel and Hezbollah has complicated peace negotiations intended to end the U.S.-Israeli conflict with Iran. Tehran has insisted that Lebanon be included in any peace agreement. Meanwhile, Hezbollah’s leader, Naim Qassem, while open to a truce-including agreement between Iran and the U.S., opposes direct talks between Israel and Lebanon.
