Knox County Mayor Urges Halt on Flock Surveillance Cameras Due to Privacy Concerns

Knox County, Tennessee, Mayor Glenn Jacobs has raised concerns about the use of Flock surveillance cameras. During an appearance on ‘The Sunday Briefing,’ he called for a nationwide pause on their deployment. Jacobs argues that the technology poses constitutional, privacy, and safety issues and lacks sufficient safeguards.
While acknowledging the need for law enforcement to have tools for solving crimes, Jacobs points out that the newer Flock technology surpasses traditional license plate readers. He suggests a thorough review and regulatory framework updates should precede widespread adoption.

Jacobs highlighted the importance of aligning these tools with constitutional principles, citing numerous instances of misuse. He notes that no federal regulations specifically govern Flock cameras and that Tennessee’s laws, related to license plate readers, have not significantly changed since 2014 apart from a minor update in 2021. With the rapid advancement of technology, he stresses the need for law enforcement tools that respect constitutional rights.

Flock Safety, a leading provider of automated license plate readers, has seen a surge in popularity among law enforcement, municipalities, and businesses. The ACLU estimates there are around 80,000 to 100,000 Flock cameras in operation across the United States.

The company claims to operate in over 6,000 communities, collaborating with more than 1,000 businesses and over 5,000 law enforcement agencies. This has resulted in billions of vehicle scans each month. Flock states that data collected is typically deleted after 30 days unless a different retention period is set by an agency.
These surveillance systems have sparked debate nationwide. In West Virginia, for example, members of the Freedom Caucus are pushing for a ban on these AI-driven cameras, arguing they infringe on citizens’ Fourth Amendment rights.
