Northern Indiana Commuter Transportation District’s 20-Year Plan for South Shore Line
Introduction to NICTD’s Long-Term Strategy
The Northern Indiana Commuter Transportation District (NICTD) has unveiled a comprehensive 20-year strategic plan for the South Shore Line. The plan was approved by the NICTD board and aims to address the future needs of the railroad.
Components of the Plan
NICTD’s strategy includes replacing rolling stock and extending the service. The plan features proposals for extension corridors and potential key stops. Strategic Planning Director Kelly Wenger stated that the plan took 1.5 years to develop, incorporating public input from 4,400 passengers, 2,224 members of the public, and 51 employees. Insight from five peer railroads contributed to the development process.
Current and Upcoming Projects
The 2014 strategic plan enabled the completion of projects such as the Double Track NWI project between Gary and Michigan City. The Monon Corridor service is operational, while construction continues on a fourth track into Millennium Station. NICTD has applied for federal grants to relocate the station at South Bend International Airport, aiming to reduce grade crossings.
Efforts are underway to replace the Gary Metro Station to better serve passengers and accommodate Gary Public Transportation Corp.’s buses. A new maintenance facility is planned for Hammond to support the Monon Corridor fleet.
Infrastructure and Development Goals
In Gary, NICTD plans to change 17 grade crossings to create a 7.5-mile quiet zone. This involves closing, converting, and enhancing crossings. The inclusion of hybrid battery-electric cars is being considered to reduce reliance on overhead systems.
Future Rail Expansions
Potential rail expansions include routes to Valparaiso, Lowell, and South Bend, although current ridership limits funding prospects. Advancing design and environmental studies for these routes could facilitate future implementation.
Partnerships and Coordination
NICTD is exploring partnerships with bus lines and agencies like CTA and Metra. The Ventra fare platform used by CTA and Metra may be adopted to streamline fare coordination. The plan includes improving transit connections for students, commuters, and event attendees.
Collaborations for shuttle services with institutions like the University of Notre Dame could enhance transport options for events.
Transit-Oriented Development
Encouraging residential development near stations is a focus, with projects like The Banc in Hammond and The Franklin in Michigan City supporting this goal. Transit development districts are operational, promoting community connectivity.
Efforts aim to attract visitors through video guides and other wayfinding strategies, fostering ridership and potential relocation to these communities.
