All modern technologies, such as electric vehicles, battery storage systems, transmission lines, wind turbines, solar installations, and next-generation nuclear reactors, rely on materials extracted from the earth. As America prepares to construct the infrastructure essential for powering artificial intelligence, data centers, advanced manufacturing, and a more electrified economy, securing critical minerals becomes vital. Americans increasingly acknowledge that the future demands a significantly greater energy supply. Whether focusing on economic growth, energy security, national defense, or emission reduction, achieving these goals relies on expanding the country’s energy infrastructure. Reports from the U.S. Energy Information Administration and the North American Electric Reliability Corporation affirm this necessity.
Often missing from the discussion is an essential truth: transitioning to clean energy is impossible without mining. The International Energy Agency highlights the indispensable nature of critical minerals in clean energy technologies. Materials like copper, lithium, graphite, nickel, cobalt, rare earth elements, and uranium are crucial for producing electric vehicles, batteries, transmission lines, renewable energy systems, advanced nuclear technologies, and defense systems vital for national security.
The challenge lies in developing the mineral supply chains required for these technologies while keeping up with advancements. The U.S. possesses significant deposits of critical minerals and the engineering expertise, skilled workforce, and technological capabilities needed for responsible development. Examples include Nevada’s lithium resources, Arizona’s copper reserves, Wyoming’s rare earth potential, and Idaho’s cobalt deposits, all contributing to strengthening domestic supply chains. However, the question remains whether these resources can be developed in a timely and responsible manner.
Responsible mineral development and strong environmental protections can coexist. The goal should not be minimized safeguards, but rather a permitting system that is rigorous, predictable, and capable of prompt decision-making. Currently, new mining projects can take over a decade to develop. An S&P Global study indicates mine development timelines often exceed 15 years due to overlapping reviews, lengthy litigation, and prolonged uncertainty. The Congressional Research Service outlines the complexity of federal permitting under the National Environmental Policy Act. Effective environmental oversight is crucial, but prolonged delays do not guarantee better outcomes. A permitting system lacking predictability deters investment and increases dependency on foreign suppliers, posing economic and national security risks.
Many critical minerals necessary for energy and defense technologies are processed and refined primarily in China. This dominance affords Beijing a significant influence over materials foundational to modern industry and defense. Relying on geopolitical competitors for crucial resources is not advisable for America’s economy, electric grid, or national security. Improving domestic mineral production involves more than locating deposits. It necessitates investments in enhanced mapping, research, processing capabilities, and a new generation of engineers and skilled workers. Advanced technologies can locate resources more efficiently and reduce unnecessary exploration. Enhanced information leads to responsible development, well-paying jobs, and robust domestic supply chains.
The U.S. has a history with strategic minerals. Domestic uranium production supported America’s nuclear program throughout the last century. As interest in advanced nuclear technologies and small modular reactors grows, reliable access to nuclear fuel gains importance. Relying heavily on foreign sources while embracing next-generation nuclear power is illogical. Promoting the production of essential minerals under America’s rigorous environmental, labor, and safety standards makes more sense than outsourcing extraction to countries with weaker protections and less transparency. Outsourcing mining does not eliminate environmental impacts but shifts them elsewhere, increasing reliance on foreign suppliers.
If America is genuinely committed to energy independence, economic competitiveness, and national security, recognizing that critical minerals are foundational to all three becomes imperative. The clean energy transition hinges not only on inventing technologies but also on responsibly developing the materials essential for these technologies. In America, the clean energy future begins with the resources beneath the ground.
