Ukraine’s Air Defense Challenges Highlight Global Patriot Missile Shortage
On August 4, 2024, Ukrainian Air Force F-16 fighter jets soared over a Patriot air and missile defense system in Ukraine. Despite such defense apparatus, Russia’s massive air assault on Saturday proved devastating. According to reports, the attack involved 27 ballistic missiles that heavily targeted Kyiv, resulting in nine deaths and over 30 injuries.
President Volodymyr Zelenskyy expressed concerns over the country’s defense capabilities. He noted that only one missile was intercepted due to the lack of interceptors for the Patriot systems. The Patriot air defense system, made by the U.S., remains Ukraine’s main defense against ballistic missile attacks.
Ukraine’s predicament is further complicated by the U.S.’s own stockpile concerns. The demand for Patriot missiles has soared, driven by conflicts involving Russia and Ukraine as well as the U.S. and Iran. U.S. and Gulf allies are waiting for restocks amidst shrinking inventories.
Defense Secretary Pete Hegseth has dismissed reports of a shortage as “manufactured.” Yet, replenishing stockpiles may take “months and years.” The Center for Strategic and International Studies noted U.S. Patriots have fallen from over 2,300 to around 800 amidst ongoing conflicts.
The Patriot system, introduced in the 1980s, defended against Iraqi Scud missiles during the 1991 Gulf War. Nearly 20 countries rely on this system against ballistic threats. While Raytheon (now RTX) and Lockheed Martin plan to increase production, meeting global demand remains uncertain.
Ukraine received Patriot systems three years ago, using them to mitigate Russian attacks. Zelenskyy has urged other nations to dispatch their Patriot inventories to Ukraine, highlighting the immediacy of the threat from Russia.
During a NATO summit, former President Trump initially suggested Ukraine could manufacture Patriots. However, he later hesitated, citing the risks involved in sharing technology. Ukraine has continued discussions with Lockheed Martin to expedite manufacturing.
Rep. Don Bacon supports the idea of Ukraine producing Patriots, urging proactive U.S. policies to address shortages. If granted the ability to manufacture, Ukraine could benefit long-term, yet supply chain limitations present challenges.
Germany and Japan are currently licensed to produce Patriots, while the U.S. retains tight control over another interceptor, THAAD. This advanced system is shared only with select nations in the Middle East, facing similar stockpile reductions due to military use.
