Microsoft’s PERM Program Suspension
Vice President Vance announced that Microsoft will no longer participate in the U.S. permanent labor certification program (PERM). This decision follows accusations that the company misused the program. The PERM program allows foreign workers to gain permanent residence in the U.S. through employer sponsorship.
At a press conference, Vance stated, “No company in the United States has abused this system more than Microsoft.” He emphasized the desire for businesses to prosper in the U.S., especially in the tech sector, but stressed the importance of employing American workers.
Microsoft’s Response and H-1B Program
While accused of exploiting the PERM and H-1B visa programs, Microsoft maintains that most of its U.S. employees are American. The company asserts that 80% of its H-1B visa applications were for extending or changing existing employees’ status. They claim new applications were for workers already legally in the U.S.
A Microsoft spokesperson noted, “We only file H-1B petitions for those meeting rigorous standards. Our employee compensation is among the highest in the tech sector.”

In addition to Microsoft, other tech firms like Adobe, Cognizant, and Infosys faced suspension from the PERM program. Labor Secretary Keith Sonderling announced these actions as part of increased scrutiny over foreign worker programs.
