Georgy Y. Filimonov, the governor of Russia’s northern Vologda region, is pursuing significant social and political reforms to align the area with Kremlin ideals. Filimonov’s strategies include restricting alcohol sales to two hours during workdays and limiting abortion access in private clinics. His vision of a cultural revival involves erecting statues of Stalin and Ivan the Terrible, two figures synonymous with Russia’s historical power.
