Court Halts White House Ballroom Construction Without Congressional Consent

A federal appeals court has temporarily blocked the Trump administration from proceeding with a $400 million ballroom construction at the White House. The court ruled that congressional approval is necessary for such projects. The U.S. Court of Appeals for the District of Columbia Circuit’s decision was based on a lack of unilateral authority by the President for constructing the proposed ballroom.

Legal Battle Over Ballroom

The three-judge panel, in a 2-1 decision, supported historic preservationists who opposed the project. The court emphasized that Congress must decide whether a ballroom should be built. The ruling permits time for the administration to appeal to the U.S. Supreme Court.

“Whether or not a massive ballroom should be constructed is for Congress to decide and is not a matter for Executive self-help,” the court stated.

The decision upheld a previous order by U.S. District Judge Richard Leon that halted above-ground construction. Leon allowed the continuation of below-ground construction for national security facilities. He was appointed by President George W. Bush.

Trump’s Reaction and Further Developments

President Trump criticized Judge Leon on social media, accusing him of undermining national security by delaying the project. Judges Patricia Millett and Bradley Garcia supported the appeals court’s decision, while Judge Neomi Rao opposed it.

Legal representatives for the White House argued that the project includes vital security features. They claimed the upgrades protect against threats such as drones and ballistic missiles. However, preservationists argued that lacking a ballroom doesn’t pose a national security emergency.

Judge Leon’s order only halted the above-ground work for the ballroom, allowing underground construction at the site to continue. He clarified that the ballroom project doesn’t fit within the safety-and-security exception without congressional approval.

Approval and Implications

Previously, the National Capital Planning Commission had given final approval for the ballroom on April 2. This commission oversees construction on federal property in Washington. The legal proceedings continue as debates on security and legislative authority unfold.
