The negotiation deadline between the United States and Iran passed without reaching an agreement, as President Donald Trump intensified his stance on Iran. Trump signaled a hardening approach, saying Tehran should surrender and expressing no urgency to finalize a deal. He confirmed maintaining a direct back channel with Iran’s Revolutionary Guard Corps.
The memorandum signed in June required a final agreement within 60 days, a timeframe now concluded without an extension. Disputes over the management of the Strait of Hormuz contributed to the breakdown. Trump declared the action as ‘over,’ with Iran later suspending the pact.
The focus of Trump’s strategy consists of transforming military and maritime pressures into political concessions by financially pressuring Tehran. Before recent conflicts, the Strait of Hormuz was crucial for a fifth of the world’s oil exports. The stand-off highlights risks to both global energy supplies and U.S. fuel prices.
Iran’s Economic Struggles
Scott Bessent, the Treasury Secretary, announced plans to implement unprecedented economic measures against Iran. He warned of further announcements as efforts to restrict the country’s financial capabilities continue. The current measures have led Iran to turn to alternative financial networks and cryptocurrencies to bypass sanctions.
Economic pressures are evident. Iran’s oil exports dropped from 1.8 million barrels a day to under 500,000, contributing to a forecasted economic contraction of 5.4% by the IMF.
Impact of Maximum Pressure Campaign
Miad Maleki, a former Treasury analyst, described the situation as a ‘maximum pressure campaign on steroids.’ Inflation has soared, with consumer prices rising 87.9% over the past year and food prices increasing by 128%. Iran faces declining oil revenues and tax collection, while the population copes with economic stress worsened by government measures, like the 2019 fuel price hikes that sparked widespread protests.
Despite the pressures, elite networks within Iran, tied to established regimes, remain relatively insulated. Maleki notes that while ordinary Iranians feel the strain, regime-linked entities avoid significant concessions. The U.S. strategy focuses on extending sanctions enforcement across global networks that support Iran financially.
Future Challenges for Iran
Although a final deal hasn’t been reached, Iran hinted at potential military reprisal if the U.S. fails to comply with interim agreements. Delays in payment flows mean the fiscal impact will deepen as oil export reductions persist.
