A tragic event unfolded in Times Square when a woman armed with kitchen knives stabbed two people, resulting in the death of a 32-year-old woman and injuries to a 68-year-old man. The perpetrator, identified as Pamela Cisneros, was engaged in a standoff with police that lasted approximately four minutes.
Law Enforcement Response
New York City police officers attempted to subdue Cisneros using Tasers. However, these efforts proved ineffective. According to Police Commissioner Jessica Tisch, despite multiple Taser deployments, Cisneros continued to threaten officers. Eventually, two officers shot Cisneros, who later died at Bellevue Hospital.
Effectiveness of Tasers
This incident has prompted discussions on the reliability of Tasers, especially concerning factors like body composition. Steve Keller, a retired police sergeant, explained that various elements — including clothing and the placement of probes — could influence a Taser’s effectiveness. Additionally, a thick layer of body fat might hinder connectivity, rendering the Taser less effective.
Considerations Affecting Taser Performance
For optimal effectiveness, Tasers need both probes to make contact at least 12 inches apart on large muscle masses like the back or thighs. If one probe hits and the other fails, the Taser loses efficacy. Additionally, mental health may impact how an individual responds to a Taser. Cisneros reportedly had a history of mental health incidents with NYPD.
Expert Opinions
Dr. Marc Siegel, a senior medical analyst, noted that Tasers are more effective on muscle than fat, as muscle conducts electricity better. For obese individuals, finding conductive areas is more challenging. Queries have been made to Axon, the NYPD, and health organizations for further insights.
