California Realtor Arrested for Spying on Taiwanese Official’s Family

A California realtor, Wanying Zhang, was arrested at Los Angeles International Airport as she attempted to travel to China. Federal authorities accused her of spying on a family related to a Taiwanese official for the Chinese government.
Known as ‘Heather,’ Zhang, 34, allegedly collected photographs and videos of the family outside their Seattle-area residence. This purported espionage took place at the direction of Chinese officials, with Zhang sending them license plate information along with the captured images.
First Assistant U.S. Attorney Bill Essayli confirmed the arrest, emphasizing Zhang’s alleged role as a foreign agent of China. He noted that Zhang coordinated her surveillance activities with an associate and avoided detection by not notifying the Attorney General, a federal offense.
Zhang is a naturalized U.S. citizen. The surveillance targeted a relative of Taiwan’s President, Lai Ching-te, according to Essayli. Zhang was apprehended before boarding a flight to Shanghai.
FBI Director Kash Patel warned foreign adversaries that U.S. soil is no longer a secure location for espionage operations. He emphasized that the FBI will continue to pursue threats to national security.
The alleged surveillance focused on Ting-Yu Lai, the U.S.-based son of President Lai. Law enforcement sources identified him as the target, though the complaint did not name him. Zhang’s communication with Chinese contacts includes messages indicating her video recording activities and attempts to avoid detection.
On September 1, 2025, Zhang and her associate allegedly traveled from Las Vegas to Seattle to conduct surveillance. They rented a Nissan Rogue and positioned themselves near the family’s home, monitoring their activities.
Following the surveillance, Zhang instructed her associate to transfer images securely using AirDrop. FBI Special Agent Kevin Holt suggested this was an effort to prevent detection, with the associate later deleting the images to destroy evidence.
Investigators suspect Zhang received instructions for her assignment during a June 2025 meeting in China. Holt warned the gathered information might give Beijing influence over Taiwan during a conflict, noting that this behavior deviates from standard diplomatic conduct.
Essayli pointed out that such espionage activities are not restricted to California, stressing the nationwide impact of China’s intelligence operations.
Zhang has been scheduled to appear in federal court in Los Angeles, and legal proceedings will continue. The arrest is part of broader concerns about foreign influence in the U.S., such as the charges against former Arcadia Mayor Eileen Wang involving pro-Beijing propaganda.
Fox News Digital reached out to the FBI and the Justice Department but has yet to receive further comments.
