Potential Revitalization of Skokie Hotel Project

A hotel project in downtown Skokie that has been inactive may soon see progress. A developer from Chicago has emerged as a key contender for taking over the stalled venture. Among the eight to ten developers interested in the site at 4930 Oakton Street, Murphy Development Group has shown significant initiative by presenting a formal design plan, according to village attorney Rodney Lewis.
Lewis informed Skokie trustees during their October 5 Board meeting that Murphy Development Group is the leading developer willing to move forward with a proposal. He noted that while the group is yet to be chosen officially, they are spearheading efforts to formalize a comprehensive proposal. They are currently calculating the total costs of completion for village staff but need the village’s approval to proceed.
The development has been on hold since 2023. This followed a lawsuit by general contractor Russell Construction against E&M Strategic Development, the hotel’s developer and owner, for allegedly failing to pay millions in project costs. Subsequently, in February 2025, the project’s lender, X-Caliber Capital, sued E&M Strategic Development for allegedly defaulting on their construction loan due to cost overruns. Since then, the development has remained in foreclosure, with an arbitration panel hearing taking place last month to address claims from all involved lienholders.
Village attorney Rodney Lewis updated the Board about the situation on October 5, 2026. He mentioned Chicago-based Murphy Development Group as the frontrunner among interested parties. An arbitration hearing in September requested both Russell Construction and E&M to provide a joint status report. The arbitration panel will decide by October 23 whether to grant a temporary stay on legal decisions or reschedule the arbitration for later.
Lewis expressed optimism about extending the stay to allow parties more time to reach an agreement. The village aims to encourage proposals from developers capable of completing the project and to engage lienholders in negotiating lower claims to attract potential developers.
Village Manager John Lockerby highlighted Murphy Development’s prior involvement in Skokie, where they completed a nearby project known as Highpoint at 8000 North, a luxury apartment complex. Lewis confirmed that Murphy Development plans to maintain the hotel concept for the site.
Mayor Ann Tennes promised regular updates to residents on the hotel’s progress, with the next expected before the end of the year. The timing will depend on the outcomes of the October 23 arbitration decision.
