Before gaining fame as “America’s Mayor,” Rudy Giuliani served as a U.S. attorney dedicated to pursuing some of the most notorious Mafia figures in the nation. The latest season of the popular Fox Nation series highlights these fearless undertakings to bring dangerous criminals to justice.
The third season of Stories of the American Mafia, narrated by Eric Shawn, includes an episode titled ‘Rudy and the RICO Act,’ which details Giuliani’s journey from an obscure lawyer to a prosecutor of infamous crime bosses. It reveals how the 1980s crime wave in Manhattan allowed the Mafia to strengthen their hold on the city.
“When you have a vacuum like that, you’re gonna have this shadow government step in,” explained former NYPD inspector Paul Mauro in a recent episode.
Giuliani developed a strategy to confront the rise of organized crime syndicates. As a former New York City Mayor and U.S. Attorney, he played a key role in convicting top leaders within New York’s Mafia circles.
In 1985, Giuliani inaugurated the Mafia Commission Trial and indicted 11 individuals, including leaders of the infamous ‘Five Families.’ These indictments employed the Racketeer Influenced and Corrupt Organizations Act (RICO) to charge murder for hire, extortion, and labor racketeering, shifting the focus from individuals to entire Mafia organizations. This method streamlined accountability processes.
“Previously, you had to make these cases based essentially on conspiracies,” Mauro illustrated. “What RICO did is change that paradigm. All you had to do is agree to act on behalf of an organization, and then have done something for that organization. And what it meant was that guys would flip.”
Former Gambino associate Louis Ferrante praised Giuliani’s prosecutorial strategy as effectively disrupting Mafia structures.
“That’s not going to be able to repair itself,” he noted. “Not because they couldn’t replace the bosses, but they couldn’t replace the boss with the talent that they once had. And that’s what led to the beginning of the end for the Mafia. And realistically, they’ve never recovered from that.”
In the Mafia Commission Trial, Gambino crime family boss Paul “Big Paul” Castellano faced indictment.
