Target Faces Backlash Over Halloween Costume Controversy

Target recently removed a children’s Halloween costume from sale after significant social media backlash. The costume drew criticism for evoking images of racist minstrel caricatures. Critics pointed out that the costume, shown in promotional images with a Black child, resembled derogatory portrayals from the Jim Crow era. Such portrayals fueled discrimination and segregation.
Target acknowledged this misstep in a statement, emphasizing their apology: “The costume is offensive and should never have been part of our range. It is no longer on sale. We understand this is particularly hurtful to our Black guests, team members, and partners. Removing the costume is an important first step. We are examining how this happened to prevent recurrence.”
The controversy emerged as Target’s sales began recovering from previous challenges. These included customer alienation and a perceived decline in store and merchandise quality. The incident adds to recent controversies at Target and other companies like Meta, Walmart, and McDonald’s, which have retracted their diversity and inclusion efforts after the 2024 election victory of Donald Trump.
The costume, named the “Kids’ Glows Under Blacklight Circus Clown Halloween costume,” consisted of an orange-and-black clown outfit, accessories, and a grinning mask, now removed from Target’s website.
Reverend Jamal Bryant, a Georgia pastor, criticized the costume, stating, “A Jim Crow-era minstrel costume is a profoundly harmful symbol of racism.” Bryant had previously led a boycott against Target, signaling the need for greater corporate diversity within the company.
At the start of 2025, Target, based in Minneapolis, ended its three-year diversity, equity, and inclusion (DEI) program. The program’s termination included stopping reports to external groups and halting initiatives aimed at promoting products from Black or minority-owned businesses. Forgone in favor of a new “Belonging” strategy, the DEI initiatives had launched after George Floyd’s murder, aiming to address corporate accountability.
The company faced calls for boycott, significantly affecting its market value. By end of February, following the boycott, Target’s stock price fell by 33%, resulting in a more than $20 billion market value decline. Despite these setbacks, Target showed signs of recovery. Its stock reached $165.44 as of August 21 during a strong second financial quarter, rising to $169.89 by August 24. This marked a 63% increase from the year’s earlier lows.
The recovery strategy introduced by CEO Michael Fiddelke involves enhancing store experiences, increasing staff, and adjusting prices. Additionally, Target plans to invest $2 billion by 2026, opening more than 30 new stores and remodeling over 130 existing locations as part of a broader expansion.
Retail analyst Bruce Winder noted that errors like these occur even among major brands. He praised Target for swiftly removing the costume and acknowledging their mistake.
Boycott organizers, including Nekima Levy Armstrong, remain firm in their demands for Target to reinstate DEI programs. They argue the costume incident highlights the ongoing importance of their mission.
“The Target boycott was always meant to be indefinite unless the company reversed its course on diversity,” explained Armstrong, an organizer of the national boycott.
Another boycott organizer, Jaylani Hussein, described the incident as predictable. Hussein suggested the costume issue will amplify the boycott, as more consumers distance themselves from Target.
The financial markets reflected ongoing tensions, with Target’s stock closing at $163.47 on August 25, a 3.78% drop from the prior day.
