Texas Confronts Data Center Growth with Grid Demands

Texas has become a top choice for establishing data centers, drawing significant investments from tech companies due to the burgeoning demand for AI and cloud services. However, this expansion raises concerns about Texas’s electricity infrastructure. In response, Governor Greg Abbott has mandated a review of any new data center projects seeking grid connection.
Electricity Demand and Data Center Growth
The Electric Reliability Council of Texas (ERCOT) anticipates large increases in electricity demand, with prominent data center projects under construction or proposed, facing new scrutiny. Texas is at the forefront of the AI infrastructure expansion. ERCOT’s forecasts reveal dramatic growth in electricity demand primarily driven by hyperscale data centers. Data centers constitute most of the 474 gigawatts of large-load interconnection requests under review, significantly surpassing Texas’s peak electricity demand record.
Governor Abbott’s Directive
Governor Abbott has tasked the Public Utility Commission of Texas (PUCT) and ERCOT with a comprehensive audit of data centers aiming to interconnect to the state grid. Abbott emphasized that Texas’s well-being must take precedence, mandating that projects failing to meet PUC, ERCOT, and state law requirements be denied grid connection. ERCOT confirmed that this directive currently halts all data center projects in the interconnection process pending review.
Dallas-Fort Worth: Key Power-Demand Region
ERCOT forecasts show that the Dallas-Fort Worth area, particularly Oncor’s service territory, will see significant large-load growth. Regions like Dallas, Collin, Denton, Tarrant, and Ellis counties remain attractive for massive data-center campuses due to their infrastructure readiness. The Red Oak Data Center Campus in Ellis County, amidst one of Texas’ rapidly growing data-center areas, could face delays if further ERCOT approvals are needed.
Houston’s Growing Demand Meets Industrial Activity
Houston’s growth in electricity demand arises from the combination of industrial, petrochemical, and emerging data-center projects. The Houston Ship Channel alone hosts over 400 petrochemical facilities. Data center initiatives are gaining attention in surrounding areas like Fort Bend, thanks to available land and infrastructural assets.
Accelerated Growth in the Austin-San Antonio Corridor
The Austin-San Antonio corridor presents a unique mix of rapid population growth and significant tech investments, exemplified by Samsung’s manufacturing campus and other data-center projects. Consequently, utilities are bracing for rising demand due to both population and industrial expansions. These hyperscale campuses close to Texas’s major tech hubs are subject to Abbott’s review directive.
Permian Basin’s Unique Challenges
In the Permian Basin, data centers, oil and gas electrification, and large industrial sites collectively drive demand. ERCOT’s Permian Basin Reliability Plan assesses future transmission requirements in this energy-focused region. New data center developments could see embargoes as they await ERCOT’s interconnection audit.
Abilene’s Role in AI Infrastructure
Abilene is pivotal in Texas’s AI infrastructure, prominently hosting the Stargate project by OpenAI and Oracle. Although OpenAI ceased expanding at Stargate, Microsoft collaborates with Crusoe to continue data center development, ensuring this area’s strategic importance in AI infrastructure.
