Authorities charged three men, including a U.S. Navy veteran, with plotting to provide support to ISIS. The Justice Department revealed that these suspects aimed to incite violence against U.S. troops. One of the men even expressed a desire to behead a female soldier. Another found the idea of his name on a drone used to attack Americans appealing.
Bisaam Ghafoor, 21, from Leawood, Kansas; Elias Shamsaldeen, 21, from Porterville, California; and Bereen Dzayee, 25, from Lakeside, California, were arrested. They allegedly sent over $2,000 to someone they believed was linked to ISIS, as per a complaint filed in Kansas.

stated Acting U.S. Attorney General Todd Blanche. He affirmed the commitment to dismantling terrorist networks with this arrest, crediting the FBI for thwarting further violent plots.
Dzayee’s service record was confirmed by the Navy, showing his deployment aboard the USS John S. McCain from 2021 to 2024.
The FBI also arrested a California man in connection with financial support to ISIS, wherein explosives were seized.
Federal prosecutors disclosed that, between February 2025 and June 2026, the trio used various communication platforms to support ISIS. They pledged allegiance and plotted attacks against U.S. military personnel.
The FBI identified them through social media promoting the terrorist group. They believed their funds were for advanced weaponry purchases. Shamsaldeen allegedly contributed to drone purchases aimed at U.S. troops, and Ghafoor’s name appeared on a rocket-propelled grenade destined for an overseas attack.
The complaint highlights disturbing conversations among them. Ghafoor allegedly relished the idea of his name on an attack drone and expressed a desire to kill Americans, particularly a female soldier.
Shamsaldeen reportedly aspired to stab a service member. Court documents mention his mother encouraged her children to target Americans. He also fantasized about real-world terrorism while playing violent video games.
Dzayee, a Navy veteran, suggested targeting Special Forces units, according to prosecutors. He allegedly advised disguising their financial aid to ISIS as donations or charity to hide their actions. Investigators found they attempted to use a cryptocurrency ATM for transactions, which failed.
