U.S. Commander Meets Cuban Military Leaders Amid Rising Tensions

The top U.S. military commander in Latin America engaged in a brief discussion with Cuban military leaders on Friday. This meeting took place near the U.S. naval base in Guantánamo Bay, Cuba. It marks the latest in a series of U.S. visits as President Donald Trump increases pressure on Cuban leaders.
President Trump has indicated that Cuba is “next” on his agenda following the U.S. military’s January operation against Venezuelan leader Nicolás Maduro. In recent months, the Trump administration has implemented a petroleum blockade, stationed warships in the Caribbean, and charged a former Cuban president in federal court.
Key advisers to Trump, including Secretary of State Marco Rubio and CIA Director John Ratcliffe, have engaged with Cuban officials to explore potential improvements in relations. However, these talks left the U.S. side dissatisfied, resulting in additional sanctions against the Cuban government.
Along with meeting Cuban military officials on Friday, U.S. General Francis L. Donovan also assessed the security of the naval base. Discussions included military and family safety, as well as operational readiness with base officials, according to a post by the U.S. Southern Command on social media platform X.
The United States continues to hold the base in Guantánamo Bay despite decades of discord with Cuba’s socialist leaders, whom Trump aims to remove from power. Currently, the U.S. military’s Caribbean presence includes only a few Navy ships, a significant reduction compared to the forces involved in the operation against Maduro.
The Pentagon announced on Friday that 1,300 sailors and Marines will replace the 22nd Marine Expeditionary Unit, which was deployed to the region last year.
