John Healey, the UK’s Defense Secretary, shocked many by resigning on Thursday. He cited the government’s reluctance to increase defense spending amid rising global threats. This resignation presents a significant challenge for Prime Minister Keir Starmer, who is already under pressure from Labour party members to resign.
In his resignation letter to Starmer, Healey criticized the government’s Defense Investment Plan, labeling it insufficient during these dangerous times. The publication of the plan has faced delays due to disagreements between the Defense Ministry and the Treasury.
Following Healey’s resignation, Al Carns, a former junior minister in the defense ministry and a decorated war veteran, also resigned. He expressed his inability to support investment levels he deemed inadequate. There is speculation that Carns might challenge Starmer’s leadership.
Prime Minister Starmer responded to Healey’s resignation with regret, emphasizing that the funding plan would ensure fair and sustainable increases to protect the UK. On Thursday evening, Dan Jarvis was appointed as the new defense secretary, transitioning from his previous role as the security minister.
Concerns Over Military Spending
Starmer aims to increase UK defense spending to 2.5% of GDP by 2027 and 3% by 2035. However, military personnel argue this progression is too slow. Healey mentioned that the current plan would only raise spending to 2.68% by 2030, which does not address current military commitments, including the conflict in Ukraine and tensions with Iran and Russia.
General Richard Barrons, who contributed to the defense review foundation of the plan, condemned the government for not adequately funding the review. He highlighted the potential impact on the UK’s position within NATO and its relations with allies.
The government claims the modifications represent the largest sustained boost to defense spending since the Cold War.
“These decisions make the nation safer,” a government statement insisted.
Pressures Facing the Military
Healey, a dependable figure since his appointment in 2024, has been a pivotal player in strengthening international backing for Ukraine. He has also promoted a maritime security force to ensure the Strait of Hormuz remains open post any Iranian conflict.
President Donald Trump has urged NATO members, including the UK, to increase their military budgets. The UK faces increasing pressure from an assertive Russia, which has ramped up its actions in Europe.
NATO Secretary-General Mark Rutte acknowledged Healey during a Brussels news conference, expressing respect and recognizing the difficulty of balancing defense expenses against other necessary expenditures.
Political Ramifications
Healey’s resignation adds to speculation about Starmer’s future as prime minister. Starmer’s struggle to reconcile defense spending disagreements highlights his waning influence. Olivia O’Sullivan from Chatham House remarked that Healey’s departure weakens Starmer, especially given his prior achievements in defense and foreign affairs.
Andy Burnham, the Mayor of Greater Manchester, might challenge Starmer if he returns to Parliament soon. Justin Crump from Sibylline criticized the handling of the situation, pointing out a lack of government control and coherence.
The resignation has intensified the debate about Starmer’s ability to lead effectively. His administration’s failures in handling defense investment highlight the growing divide within the government.
