Francesca Hong, a democratic socialist, recently lost in Wisconsin’s Democratic gubernatorial primary. However, her progressive policies may still influence the race. David Crowley, the Milwaukee County executive who defeated Hong, was considered the more moderate choice. He has implemented racial-equity budgeting, expanded the county’s equity initiatives, and encouraged legal actions against fossil fuel companies.
Despite the moderate label, Crowley aligns with some of Hong’s policies. Both support taxing millionaires and share ambitious goals for carbon neutrality. Mark Bednar, a Republican consultant, criticized Crowley for higher taxes and spending on the county’s Green New Deal.
In an era where voters focus on the economy, Wisconsinites should ask if they want Crowley’s priorities for the state,he stated.
In the recent primary, Crowley was seen as a mainstream Democratic alternative. He is perceived as a moderate Democrat, with CBS News noting his centrist position post-victory. His campaign emphasizes bipartisan solutions, yet his policies show overlap with Hong. He acknowledged this during the primary, noting shared and differing areas with Hong.
Both candidates support higher taxes on the wealthy, a $20 minimum wage, expanded union rights, and universal child care. They also back significant climate goals. Crowley supports Milwaukee County’s plan to achieve net-zero emissions by 2050, mirroring Hong’s state-level target.
Crowley’s emphasis on Diversity, Equity, and Inclusion (DEI) complicates his moderate image. His initiatives include the Racial Equity Budget Tool (REBT), which guides departments in assessing budget impacts on communities of color. Milwaukee County has used this tool to promote racial equity since Crowley’s 2022 budget address.
Under Crowley, Milwaukee County’s Office on African American Affairs became the Office of Equity, extending support to other communities. His tenure also focused on climate policy, highlighted by the Climate Action 2050 plan to reach net-zero emissions within county operations by 2050. This aligns with the county board’s 2021 goal.
Crowley signed legislation urging Wisconsin’s attorney general to sue fossil fuel companies for environmental damages. He also reaffirmed Milwaukee County’s commitment to the Paris Agreement, despite federal policy shifts.
Crowley’s representatives did not respond to requests for comment on his record.
