Chinese President Xi Jinping plans to visit North Korea next week, marking his first visit in nearly seven years. Both nations disclosed this on Friday. This trip represents a strategic effort by China to reinforce its relationship with its nuclear-armed neighbor.
In recent years, North Korean leader Kim Jong Un has taken steps to engage with Russia, including offering military support for its conflict with Ukraine. However, Kim is also keen to bolster ties with China, North Korea’s primary source of aid and trade.
As North Korea builds closer ties with Russia, China seeks to use Xi’s trip to reassert its influence over Pyongyang and safeguard its strategic interests in northeast Asia, said William Yang, an analyst from the International Crisis Group.
Xi Jinping’s visit, slated to last from Monday to Tuesday, is expected to enhance the bilateral relationship and foster regional peace and stability. Chinese state media conveyed this intent on Friday, emphasizing the benefits for both nations.
The announcement follows Xi’s hosting of U.S. President Donald Trump and Russian President Vladimir Putin in Beijing. North Korea’s nuclear ambitions continue to pose significant challenges for the United States, which opposes such developments. The U.N. has implemented economic sanctions against North Korea to curb its nuclear and missile programs.
Notably, the visit’s announcement occurs a day after North Korea disclosed a new facility for nuclear material production, believed to be a uranium enrichment plant. During a plant tour, Kim expressed his desire to amplify the country’s nuclear forces “at an exponential rate.”
Experts believe Kim wants recognition as a nuclear power to facilitate negotiations with the U.S., aiming for sanctions relief and arms reductions talks.
Kim’s focus on expanding the nuclear arsenal follows the collapse of negotiations with Trump in 2019. Trump has shown willingness to resume talks, but Kim demands the U.S. drop denuclearization preconditions for any discussions.
Observers will closely watch Xi’s visit for any statements regarding denuclearization calls. During their last meeting in Beijing, Xi and Kim vowed to support each other and enhance cooperation. Kim attended a military parade featuring other global leaders, including Putin.
China and Russia, both permanent members of the U.N. Security Council, have previously hindered U.S.-led efforts to intensify sanctions on North Korea, despite its illegal weapons tests. Last month, Putin and Xi criticized measures that threaten North Korea’s security.
Kim has embraced a multipolar world view, striving for assertive diplomacy by engaging with countries opposing the United States. Xi’s upcoming visit is rare considering his limited international travel following the COVID-19 pandemic. Prior to this, Xi visited South Korea for the Asia-Pacific Economic Cooperation summit, meeting with Trump.
