Ukraine-Russia Energy Conflict Amid Proposed Ceasefire

Ukraine’s President Volodymyr Zelenskyy reported Monday that Russia has not adhered to an energy ceasefire announced by President Trump. This came after Russia attacked a power plant in eastern Ukraine just hours following Trump’s announcement. By the afternoon, Russia had assaulted six more energy facilities across Ukraine.

Zelenskyy declared Ukraine’s readiness to uphold the ceasefire as proposed by the U.S., urging Russia to do the same. He emphasized, “There is no indication that Russia is complying with the conditions outlined by the American President.”

When questioned about Russian violations of the ceasefire, Trump stated, “I’m not sure about that, and we’ll take a look.” He noted there have been violations on both sides and suggested, “Zelenskyy and Putin have to get together and end that ridiculous war.” Trump added he believes Russian President Vladimir Putin is more inclined to negotiate than Zelenskyy.

Over the past year, Trump has tried multiple times to broker deals between Russia and Ukraine to cease attacks on energy infrastructure. These attempts did not succeed. For example, in January, Trump claimed Putin agreed not to target Ukrainian energy infrastructure for a week, yet Russia later struck Kyiv’s power facilities in less than four days. In September, he proposed both leaders refrain from such strikes, but neither halt occurred.

Zelenskyy expressed readiness to support such a truce, though he doubts Russia’s commitment to reciprocate. A contributing factor to Russia’s stance is the disproportionate impact of its attacks. Ukrainian strikes mainly target Russian oil and gas infrastructure to hinder Russia’s energy revenues used for war financing. Although these attacks have reduced Russian oil refining to a 20-year low and diesel production by 30% in 2026, they have not significantly destabilized Russia’s economy.

“For Russia, Ukraine’s attacks are an inconvenience and an inflationary pressure,” Alexander Kolyandr, director for Europe at Eurasia Group, stated. “It is damaging Russia’s economy, but it isn’t on the verge of collapse.”

Russia maintains superior capabilities, with more drones, missiles, and an economy ten times the size of Ukraine’s. This allows inflicting greater harm on Ukraine’s economy and civilians. Ukraine has already faced power outages this fall due to Russian attacks on its power grid.

Kolyandr explained, “Because the Ukrainian economy is so much smaller than the Russian one, the relative effect is much higher.” He added that Russia typically doesn’t differentiate between civilian and military infrastructure.

Last winter, as Ukrainians endured frequent outages amidst an unusually cold season, Trump urged Putin to halt attacks on Ukraine’s energy infrastructure. Recently, Trump shifted focus to pressurize Ukraine over energy attacks.

Trump faces high global energy prices, which he attributes more to the Russia-Ukraine conflict than to issues involving Iran. Last week, he announced a deal permitting Russia to sell some diesel to the U.S. and global markets, revising U.S. policies aimed at financially isolating Russia.

According to European and Ukrainian officials, the Trump administration threatened to stop sharing intelligence and halt the purchase of U.S.-made weapons for Ukraine via the PURL system unless Ukraine ceases deep strikes against Russian energy infrastructure. Ukraine relies heavily on this intelligence to anticipate Russian missile launches and on the PURL program to obtain essential Patriot air defense missiles.

Zelenskyy concluded that achieving an energy ceasefire relies significantly on the U.S. intensifying pressure on Russia. He posted, “Pressure on Russia is needed.”
