The Trump administration has announced that the U.S. is in a state of armed conflict with Latin American drug cartels, attributing them to the surge of drugs in U.S. communities. According to U.S. Southern Command, this recent military action was directed by Gen. Francis L. Donovan, who oversees U.S. military interests in Latin America.
