American Place Casino Development Begins in Waukegan

Construction has started on the permanent American Place Casino in Waukegan, marked by a groundbreaking event on Wednesday. Officials are optimistic, highlighting benefits such as job creation, new revenue, and economic growth for Waukegan.
The new casino is scheduled to open in 2028. It will span 200,000 square feet, offering 1,300 slot machines, 80 gaming tables, and three full-service restaurants and bars. This information was provided by Jeff Babinski, Vice President of American Place.
The existing temporary casino is 100,000 square feet, with 905 slot machines and 43 gaming tables, housed in a large white tent. This facility has been operational since February 2023. The new permanent structure will be situated on 42 acres, just east of the temporary site.
“The new casino will employ over 700 staff members,” Babinski stated.
American Place Casino represents a nearly $500 million investment by Full House Resorts, with $150 million allocated to the temporary setup and current infrastructure, according to Babinski. The permanent facility will cost over $300 million.
During the groundbreaking, Waukegan Mayor Sam Cunningham described the project as one of the city’s largest economic undertakings. It will generate 400 construction jobs and aims to transform Waukegan into a regional economic hub. A rendering of the planned facility highlights its potential impact on local employment.
“The casino will act as a catalyst for economic growth in Waukegan,” Cunningham said, noting the need for additional revenue and development opportunities.
Cunningham credited state officials for their support during development delays, which included a lawsuit by the Forest County Potawatomi Community that temporarily impeded progress. Initially, the temporary casino was set to operate until August 2027, but an extension was granted to allow operations during the new facility’s construction.
Babinski, North Chicago Mayor Leon Rockingham, and Waukegan Mayor Cunningham all participated in the groundbreaking ceremony. Cunningham noted that the project’s roots date back to 1992, demonstrating decades of planning and perseverance.
While new casinos can stir controversy, particularly around gambling addiction, Cunningham acknowledged these concerns. He emphasized the importance of facing the issue and referenced supportive measures recently implemented, such as Senate Bill 2749. This bill expanded the state’s Substance Use Disorder Act to cover gambling disorders.
“Preventative measures are in place, thanks to state legislators and the governor,” Cunningham said.
Full House Resorts, the owner of American Place, also operates casinos and hotels in Mississippi, Colorado, Indiana, and Nevada.
