Social Security Administration Chief Reviews Progress Amid Criticisms
The head of the Social Security Administration (SSA), Frank Bisignano, plans to address Congress to argue that improvements are evident within the agency. This follows criticisms regarding staffing cuts and long wait times. He’s expected to face questions during a hearing on customer service, benefit payments, and privacy protection.
Bisignano’s strategy includes presenting metrics like reduced wait times at a House Ways and Means Committee hearing. He describes significant cuts in phone wait times, improved website functionality, and a 50% increase in service delivery. “We meet clients in their preferred way, whether it’s by phone or in person with or without an appointment,” he stated in an interview.
Opponents claim these improvements come from temporary staffing adjustments and greater reliance on digital services, raising concerns about long-term service quality. Despite the criticisms, Bisignano remains confident, quoting, “People boo at Yankee Stadium, even when they’re winning.” In the past, he has criticized his predecessor, Martin O’Malley, for allegedly turning away visitors without appointments, a claim O’Malley denies.
Previously, the agency saw staffing reductions, with 7,000 positions cut at the onset of the Trump administration. Last year, 2,000 workers were reassigned to direct-service roles. The SSA’s internal watchdog notes persistent errors but indicates improved phone service and accelerated disability claims processing.
Despite some field offices reportedly being understaffed, Bisignano reassures commitment to service accessibility across all locations. “We’re focused on enhancing the public’s interaction with the SSA,” he added.
Bisignano’s responsibilities extend to leading the IRS, a position formulated during the Trump administration. Inquiries about a tax audit immunity deal linked to Trump’s lawsuit against the IRS were deflected, directing to recent comments by Treasury Secretary Scott Bessent, who declined to discuss ongoing legal matters.
