Focus on Affordability
Affordability is a major debate topic. Hilton, 57, promises to cut costs, including reducing gasoline prices below $3 per gallon, lowering utility bills, and increasing construction of starter homes. He proposes to eliminate state income taxes for Californians earning up to $150,000, funded by cuts in high-speed rail and state entities.
Becerra, 68, offers alternatives such as “Power Hour,” providing low-income households free electricity using excess solar power. He aims to freeze utility and insurance rates and advocates for universal healthcare coverage.
Affordability concerns bridge party lines. The PPIC survey notes 69% of Democrats, 65% of Republicans, and 59% of independents consider candidates’ affordability positions vital.
Hilton Critiques Democratic Leadership
Hilton positions himself against California’s Democratic leadership. He suggests voters can reject President Trump’s politics while supporting him, blaming state issues on Democrats in government.
Becerra highlights his political experience, stating he runs on his record, without exaggerated promises. His career includes serving as California attorney general and as U.S. Secretary of Health and Human Services. Hilton presents himself as a challenging outsider to the political establishment.
Artificial Intelligence and Hollywood
Artificial intelligence is another significant debate issue. Becerra proposes using AI for state efficiency and seeks a national AI safety framework. Hilton warns of under or over-regulating AI, focusing on child safety and creative industries.
The candidates may also discuss California’s entertainment sector strategies. The state recently increased its tax-credit program to $750 million. Hilton calls for further incentives and streamlined approvals. Becerra suggests expanding credits and faster permitting, alongside a “California Entertainment Summit” for broader planning.

Becerra’s goal is to defend his record and the state’s Democratic leadership against Hilton’s critiques. Hilton must leverage the debate to convert concerns about California’s costs into campaign support.
