The diplomatic strategy occurs as relations between Washington and Ottawa worsen. Both countries are entrenched in a trade war involving tariffs affecting tens of billions of dollars in cross-border trade. Concurrently, Trump has provocatively suggested Canada could become the ’51st state,’ an idea firmly rejected by Ottawa.
Aligning more closely with Europe would represent a significant shift in Canada’s foreign and economic policy. Historically, the U.S. has been Canada’s primary trading partner, receiving approximately 72 percent of Canadian exports in 2025 based on data cited by Forbes. Discussions between Ottawa and the EU extend beyond traditional trade to include strategic sectors such as energy, artificial intelligence, defense, and critical minerals.
