As President Xi Jinping prepares for his visit to the United States, experts caution that China is actively using artificial intelligence (AI) to undermine American global dominance. According to Fox News Digital, China employs a strategic three-part approach involving extracting American technology, providing free open-source software, and weaponizing these systems for objectives such as cognitive warfare.
China’s Approach to AI Development
Leah Siskind, an AI research fellow at the Foundation for Defense of Democracies, argues that this is not a race but rather a multi-front struggle. U.S. tech firms invest heavily in proprietary systems, while China distributes free models globally. Siskind warns that this opens the door to intellectual property issues and possible Chinese Communist Party (CCP) manipulation.
China’s strategy mirrors its previous approach in the solar panel industry. Gordon Chang explains that Beijing aims to undercut American models through lower costs and wider availability. Though the U.S. holds an advantage in data centers and microchips, China’s AI labs focus on “knowledge distillation” to reduce costs and replicate U.S. models.
Potential Threats from China’s AI Strategy
The Department of Homeland Security recently warned that Chinese companies are conducting campaigns to extract proprietary technology from U.S. models. Experts emphasize that China’s “embodied AI” in infrastructure like drones and factory automation poses an immediate threat. AI-enhanced propaganda could also affect American democratic processes.
Siskind stresses the importance of developing AI under democratic values to protect U.S. interests. Chang highlights the larger stakes involved in technology defense, mentioning China’s imperial-era notion of Tianxia, which suggests global rule.
Policy Recommendations
Siskind suggests that Washington should close chip export loopholes, blacklist foreign labs participating in knowledge distillation, and promote open-source development. Chang warns of the possibility of a Chinese AI-controlled world, urging protective measures against Beijing’s AI ambitions.
While addressing the United Nations, President Donald Trump reiterated America’s goal to maintain a lead in AI, referring to it as “superintelligence.” The United States rejects global control schemes, aiming to stay ahead of China.
